Local police can only unlock foreign cars

A while ago one of our fellow tenants locked his keys in a running car while getting his mail. He asked for our help, and we gave it.

He didn't have an AAA membership, and the Federal Way police said they do not unlock cars. Luckily, we were able to contact his wife on our cell, and let her know that her hubbie needed some keys and more gingko for his memory...

So I found it a little disturbing that FW police car #639, on 2003-06-14 at 6:05 pm outside a laundromat on SW Campus Dr, assisted the owner of a locked car - with British Columbia plates.

No kids in the car, it wasn't running, and it wasn't blocking anything.

What gives?
